Certificate Transparency is a public append-only log of every certificate a participating authority issues. It is not a launch register and it was never meant to be one, but for a website it is close: an address usually gets its first certificate within days of being served publicly.

What the three dates do to the word new
Put together, they say something the industry's own lists cannot. Only a small number of the casinos being marketed as new carry a licence issued this year. Several sit on domains a decade or more older than the brand. A handful have certificates predating their current licence by years, which usually means the site existed under an earlier arrangement.
None of that makes an operator bad. It makes the adjective meaningless without a date beside it, which is the entire argument of this site.
