Three dates, and they rarely agree
Ask when a casino opened and you are asking three different questions at once. A company was licensed on some date. An address was registered on some date, possibly by somebody else entirely. A site was first served at that address on some date. On a single entry in this catalogue those three fall in 2003, 2019 and 2025.
The licence date
The strongest of the three, because a regulator wrote it down and a third party can look it up. It is what this site sorts by. Its limit is that a licence is issued to a company rather than to a brand: an operator running for years can take out a fresh licence, and a licence issued last month can cover a site that has existed for five.
The domain registration date
The weakest, and the one most often quoted as if it were the strongest. It records when an address was first registered by anyone at all. Brands buy second-hand domains routinely, so this date frequently belongs to a business with no connection to the casino now sitting on it.
The first certificate
The most interesting of the three and the least known. Certificate Transparency is a public append-only log of every certificate participating authorities issue. Look up a domain and the earliest entry tells you roughly when something was first served over HTTPS at that address, which for a website is close to when it went up.
Its limit is that it records certificates rather than sites. A parked domain behind a provider that issues certificates automatically gets an early entry with nothing behind it, so the date is a floor rather than a launch.

Reading the three together
A licence newer than the certificate by years usually means the site existed under an earlier arrangement — a different licence, a different holder, sometimes a different brand. A licence and a certificate within months of each other, on a domain registered around the same time, is about as close to a genuinely new operation as public records get.
In this catalogue the second pattern is rare. That is the finding, and it is why the launch register prints all three columns instead of collapsing them into a single launch date that would be easier to read and less true.
What this means for a list of new casinos
Any list that does not show a date is ordered by something it is not telling you. Of the 23 casinos read here, 14 have a licence date that could be established at all, and 1 of those fall in 2026. A list of thirty new "2026" casinos is therefore a list of something else.
